Do you have to be a resident of the great state of North Carolina to get access to public documents on file at state institutions? If so, or if not, what’s the process to request the documents?

If is public record, it must be done by written request or appear in person at the appropriate office and make the request under state law. State agencies have seven days to comply to written requests.

Same applies, any North Carolina state governmental agency. Contracts paid with non public funds are exempt but are held to ethics standards by the state auditor's office.
