North Carolina Agricultural and Technical State University 4.0 m The bill allows NCAT to issue $58.0 million in debt to construct a new 445-bed residence hall on Bluford Street to meet the increasing demand for on-campus housing. This project will be apartment style living with 90% single room occupancy with a shared common area. Additionally, there will be a student commons space on first floor and study rooms on each floor. The state House approved Thursday a bipartisan House bill that allows Appalachian State University to issue bonds for up to $20 million to build a parking deck next to Holmes Convocation Center, where the university’s basketball teams play.
Bipartisan House Bill 1068, with Rep. Jon Hardister, R-Guilford, among the lead primary sponsors, received a vote of 94-1 on third reading on the House floor.
The bill has been sent to the Senate.
The ASU request is one of six mentioned in the UNC capital projects language within HB1068.
N.C. A&T State University is requesting permission to issue up to $58 million for the Bluford Street residence hall project.

It’s interesting to see how these other schools leverage debt, it seems as if we have a misunderstanding of how PWIs are modernizing their campuses.
We assumed the state was paying for everything and that is inaccurate, I am glad A&T is now leveraging the Real Estate foundation and bonds.
We must keep our enrollment high to ensure we have the funding source to pay back the debt we incur.
Theoretically the AAF could support athletics just like the real estate foundation does, leverage debt to acquire new facilities and upgrades.

I noticed that too...their (UNC PWI) have much higher outstanding debt and payment services. The obligated resources column is very interesting as well. Not saying they can't afford it, but just looking at the numbers it seems we have more borrowing we can do. Indeed, the revenue sources for almost all of the campuses require steady enrollment...Housing receipts, Parking receipts, etc. As long as A&T continues to grow and maintain it's enrollment we should be able to have new housing and student support facilities (New Student Union, Health Center, Wellness center, dorms, etc.). I wonder if we will also tap these resources to fund some of our athletics upgrades ?

GREENSBORO, N.C. — North Carolina A&T will break ground for its newest dorm Thursday-- Bluford Residence Hall. This will be the school's first new dorm in nearly two decades, the school announced Wednesday. The groundbreaking will happen at the construction site, Bluford and Nocho Streets in East Greensboro. The University of North Carolina Board of Governors issued about $59 million in bonds on behalf of NC A&T last summer to pay for construction. The dorm will be located across from Harrison Auditorium. It will have 405 student beds and include amenities such as a gaming room, full kitchens on each floor, on-site laundry and close proximity to academic classrooms, Williams Dining Hall, F.D. Bluford Library and student gathering spots. Bluford Residence Hall also will be the university’s first development in Precinct F of the campus master plan. Bounded by Lindsay, Dudley, Laurel and Bluford streets, its south end is adjacent to A&T’s National Historic District and its north by World War Memorial Stadium, which also is on the National Register of Historic Places. “This will be A&T’s most dynamic area of construction over the next 14 years,” said Martin. “Bluford Hall will be joined by a new complex for the John R. and Kathy R.
