I wonder if that foot injury is lingering. That could have something to do with it. Bell was never a speed receiver anyway the foot injury could have a small impact but not that much. What I saw in E.Bell was a possession receiver with limited route-running skills . Bell in my opinion had game speed , game speed does not transfer over to an open 40 most of the time ..ie Jerry Rice never ran a 40 under 4.6 but you would think other wise if you saw him in a game . Also Bell and the coaching staff never put his game speed and precise route-running together . They just limited his routes to jump ball type situations even when they were no where near the goal line. Having been a receiver/RB and coaching them I can speak on this the way it was put to me be a number of coaches , Coach/Captain Pollard was the first to emphasize this to me " Speed is a great thing to have but speed without precise route-running only makes you one dimensional ; the idea is to put both together " . E.Bell was limited at both and never perfected either one .

He ran a 4.8 at the hbcu combine. That killed him unfortunately. A 4.6 gets him looks I figure.

I see the USFL hired some Coaches ..I wonder if this league will have a lot of HBCU Players maybe a chance for Elijah Bell to get on a Team and other MEAC CIAA SWAC Players
