As far as criteria goes, I think any candidate for a retired number must have reached distinction at three levels: team, conference, professional. This would eliminate a lot of names. Retiring a number is a big deal.
Team Level(at least one): Team captain, Leader in a statistical category, Offensive/Defensive Player of the Year, Aggie Hall of Fame
Conference Level(At least one): All-Conference Team, Player of the Year, Conference Hall of Fame, All-America Team, All-Star Team
Professional Level(At least one): All Pro Selection, Super Bowl Participant, MVP, Hall of Fame

Hold up, Duke just retired JJ. Redick jersey the other night and he hasn't done anything in the NBA yet.
If Maryland used that same criteria for the professional level, they would not have retired Len Bias' jersey.

As for Redick, consensus All American two years running and college player of the year/runnerup has to mean something...

That's what I'm saying. Hicks hasn't reached the all-star level or played in a Super Bowl in the NFL, but he is A&T's all-time leading rusher and was named the BCF and MEAC's offensive player of the year in 2001.
Would you retire his jersey?

Would you retire his jersey? I'm sorry Thrilla. He would have to get in line. A whole lot of folks would be ahead of him. When it comes down to it, the only jersey I would retire would be Elvin Bethea. Maybe Al Attles. I would put a lot of others ahead of Hicks like Board, Ragsdale, JD Smith, Dexter Feaster, Ben Blacknall , Al Holland, just to name a few. Let's be real, Hicks won't be of NFL all-star caliber. JMO....
