Enrollment down across UNC System
Officials say demand from out-of-state students to attend UNC System schools was “unprecedented” this year. Four institutions – N.C. A&T (41%), NC State (19%), UNC Wilmington (20%) and Western Carolina (22%) – exceeded their respective caps on out-of-state enrollment.1 The Board of Governors voted today to fine N.C. A&T nearly $2 million for exceeding its 35% out-of-state cap two years in a row.2 Board member Joel Ford opposed the penalty, saying the Board should not punish A&T for its success, especially as other state schools struggle to maintain enrollment. In April, the Board increased out-of-state enrollment limits to 25% at Fayetteville State and Winston-Salem State, 35% at A&T and NC Central, and 50% at Elizabeth City State University. www.higheredworks.org/2022/11/enrollment-down-across-unc-system/?eType=EmailBlastContent&eId=83c34707-785c-4266-a532-051499aaa3f6

That $2 million fine would be the final straw for me if I was Martin. I'd behind the scenes get some alumni to get the ball rolling immediately.
I still can't get sheeet in response from anybody I know who was in on the Maryland suit. Pretty busy bunch I suppose.
I don't see the state of Maryland up and fining Morgan or any other Maryland state HBCU for some sheeet like this after being exposed and losing that lawsuit. Meanwhile in Aggieland...

Historically underfunded, but penalizing A&T for what essentially is an administrative violation, when no actual harm occurred. Precedent has been set that legislature overturns these penalties but yet the board moves forward, tell me how this is sound?

Maybe that law firm that is representing Famu students is an avenue. Kirkland Ellis and the lawyers committee for civil rights under the law represented Morgan State alums.

Does anyone want to write an editorial about this for the HBCU Digest? Jarret told he he’ll post it on the site. I would do it but I’m too busy to write something of this magnitude.
Also, what has any State Reps or State Senators said about this fine? Will they overrule the BOG as they’ve apparently done in the past?

It’s ridiculous.
I mean I’m sure a fair number of out of state students settle down in NC upon graduating (or dropping out) and add to the state population. That’s never taken into account.
But to know damn well you stuffed us for billions and vote to fine us so much as 25 cents for anything at all is literally crazy.

The last time I looked over the data...22k out of 30k freshman apps were from out of state. They need to figure something out.

This is the exact thing that CRT tries to address.
