I was directly involved most dealings of the Florida Classic when it was in Tampa. The Tampa Sports Authority did not charge us for stadium rental at all. However, they kept all parking fees and collected fees for the skyboxes and a few other things.
In Orlando, the entire game is handled by the Florida Classic Consortium, and I believe that any rental fees are absorbed by one of their sponsorship agreements. So a sponsor would have to pay to use the Carolina Panthers stadium or the owner lets us use the stadium and pay operational costs... There arent any state owned stadiums to my knowledge. When I was in Charlotte and working for the Hornets, we played SC State in Charlotte several times. I believe that all of those games were under the promotional umbrella of the 100 Black Men of Charlotte. (They may have actually owned the game...I'm not sure.)
But I knew one of the men at First Union Bank (now Wells Fargo, of course), Lenny Springs, who was able to help get multiple sponsorships for the game each year.
If they ever get serious about this, I believe that A&T-NCCU could form their own consortium with major sponsorships with one of the banks and one of the major insurance companies headquartered in Charlotte, plus assistance from the Hornets and/or the Panthers, and really make-a-go of this...for both football and basketball.

The game is fine as is. Neither of us have a long football tradition so for it to grow both teams need to be good for an extended period of time. Besides, it didn't draw well in Charlotte and we lost money the last time we played in Carter-Finley. Heck, we don't even fill up Aggie Stadium when we play em! Perhaps move it back to Labor Day but otherwise it needs to remain on campus. We “lost” money in Carter Finley because of the promoter not because of ticket sales or attendance. And that was during consecutive years of hurricanes/tropic storms

What's the Florida Classic Consortium? A partnership group between Bethune-Cookman and FAMU to manage the FC. It's a similar setup to what Grambling and Southern have for the Bayou Classic. Well, that's the first step!
