It's been a while since they demolished the old building ,and they haven't started the actual construction of the new building ?

You can't lay foundational concrete in ground temperatures below 42 degrees. Won't set properly.

You can't lay foundational concrete in ground temperatures below 42 degrees. Won't set properly. Demolition was completed in August ,and there hasn't been any work done since then . Before the foundation can be poured ,the site has to be graded .
